Dongalavanka is a place where people steal from neigbouring villages and make a living. The local administration has washed their hands off this hell hole.
The only sane voice of the village is that of Veera Raghavulu (Vijaykanth), whose relatives are also is in the same profession but now they want to reform. As a child he was responsible for squealing to the police that his cousin Shankaraiah (Sampath) a juvenile has killed his own father!
Now 20 years later Shankaraiah is out to take revenge on Veera Raghavulu, named after the powerful local deity is a Good Samaritan. He probes and finds out that the funds meant for the development of the village are being shared by the local bureaucracy led by RDO (Pyramid Natarajan) and his gang.
The baddies are led by Shankaraiah, who gangs up with Mansoor Ali Khan and Aditya a police inspector to stop the reformist Veera Raghavulu. Now the film veers between screeching hysteria and mass action scenes which are gravity defying.
